Weird that it doesn't state what it is on the back. It must've been either a National promo, or a Vault prize or something.

based on the firesuit and the background design I think the are from the 2006 Press Pass Signings Set-more than likely given away as vault prizes since they werent ever released as Press Plates in the release.
