“The PATRIOT Act was written many, many years before 9/11,” Paul said. The attacks simply provided “an opportunity for some people to do what they wanted to do,” he said.Sounds like this guy is spot on...

One of the dirty little secrets about the Patriot Act is that it gave government agencies powers that they'd had before, and were taken away because they'd been abused.

It's called an Overton Window. A desired result is achieved by a severe action that shifts the "window" of acceptable societal aspects.

For example. Prior to 9/11 people would have revolted if they were forced to submit to body scans and pat downs to get on a plane. After 9/11, they welcome it as an aspect of their "protection".

Another example. Prior to the attempted Reagan assasination nobody would have accepted being registered to own/buy a handgun. After it the Brady bill flew through Congres/Senate.
