I was on another site and the question of altered cards came up. For example would it be legal to alter a card that you legally obtained and sell/trade it as long as you were up front about it being altered? An example would be this altered 1991 UD Joe Montana card.

I have no legal background but I would say yes it is legal.

No background here either, but if you come out and say "I'm selling this card that is altered. It's a cool but unofficial piece of memorabilia." there should be absolutely no problem at all. Just because it's altered doesn't mean it's illegal to sell it as what it is, it's illegal to sell it as what it was.
