How does this program work exactly?

Do you have any information on how one goes about doing this? I'd possibly be interested in trying this out but have no idea where to begin.

Received 6 more in the mail on 23 March 09: 1 RTS: Bo Jackson, address used 1765 Old Shell Rd, Mobile, AL 36604. Would appreciate if anyone has a different address that has resulted in a success. 5 good ones: Carlos Marmol, Ryan Dempster and Mike Fontenot, c/o Cubs Spring Training; Chuck Bednarik, c/o home; and Tony LaRussa, c/o Cards Spring Training. I will post pics later tonight when I get home.
