Info on 2010-11 Donruss Tough Times

So as most of you are probably aware, I'm trying to put this set together, but I am wondering if there really is 10 cards in this set. SCF Inventory only has cards 1, 2, 3, 5, 7, 8, 9, 10. Where are cards 4 and 6? Are they not produced? Are they only autographed versions?
Also on the 2011-12 Pinnacle Tough Times there missing card numbers 2, 6, 7, and 9
Any help would be great, thank you.

Oh this sounds vaguely familiar - you might have to go searching through the archives on this one. I seem to recall there being a last-minute licensing issue that prevented a couple of the players from being included in the product. Al Muir was still in charge of Panini's hockey operations at the time and did address it at some point.

Don't remember the card number.... I think maybe it was 6........ But Dave brown was not produced. It was issued as a redemption, but they sent Marty mcsorley instead as a replacement. I'll dig around my box tomorrow to see if I can confirm card numbers for you... But this is for sure what happened to the missing cards.

Correct on both fronts. Had a look at mine and this was the case. Same for me.

I don't know how licensing works, but I would imagine that retired players are not covered by group licensing so panini (or anyone) would need to come to an agreement with the retired player. If the auto was pulled it would stand to reason that they couldn't get a agreement, so I don't think the inserts would have been made either. Don't rember who the other player was..... But same issue as brown.

Do you guys know if the people that they replaced in the autos are the same ones they replaced in the regular insert set?
