The Phillies haven't been good in recent years, but since they are terrible now on the field they have gotten humbler in 2013. Ryan Howard now signs inside citizens bank most nights, like he used to in 2007-2009.

Any tips for getting players at CBP? All I know to do is to get down on the first base line before the game and hope the player stops where you're standing.

That's pretty much your best bet, although I have seen a few relievers signing over the dugout a few times this year, as well.
