    Um, insurance companies already do this.

    EDIT: And Romney is spot on. People who have no insurance and refuse to carry it, then suddenly get sick, should not have the "right" to buy insurance at the last minute and get coverage for their medical condition.

    What next? People don't have to buy auto insurance until after they are in a wreck and then they can buy it and get their car fixed?

    This is a joke of an article and a total non-issue.
