question about MSF auctions / best offers

If the seller is a MSF / new seller, like with this card:

If i buy the card from the CC auction will it be deducted automatically? does the other party have to send first or is the system hardwired to send the CC as soon as the bid is won / offer is accepted?

If so, doesn't this method circumvent the MSF policy? If not, what happens to the CC in the interim?
