Attention all people selling to Finland (concerning the values of shipments)
Didn't know where exactly to post this (I seriously hope mods transfers to where it should be), but here's something I would recommend everyone shipping to Finland to read:
The minimum VAT limit for imports will be five euros as of 1 January 2013

The Value Added Tax Act of Finland has been amended so that the minimum amount of VAT to be collected for import goods will be five euros as of 1 January 2013.
The minimum VAT limit concerns imports from third countries to Finland and from the Ĺland Islands to mainland Finland and vice versa, as well as imports to Finland from other areas in the EU customs territory that are outside the VAT territory, for example from the Canary Islands or the Channel Islands.
VAT is collected when the value of goods exceeds 22 euros (previously 43.45 euros).
The minimum VAT limit of five euros will not be applied to alcoholic beverages or tobacco products imported by travellers. Moreover, the minimum VAT limit will not concern alcoholic beverages or tobacco products imported by a crew member of a means of transport in traffic between Finland and a third country, or such goods sent to a private person.

Basically that says that it actually matters what you will mark as the value. The current exchange ratio of USD - EUR is 1.3 (i.e. 22 euros is 28.60 USD).

So if we are selling to Finland, always make sure that the Value of the cards on the Customs Declaration does basically not exceed $28.00 USD.

That's correct, but naturally it is not bound to USD but to Euros instead (i.e. when the ratio changes, the limit changes too).

Finland is a brutal as Canada in not allowing anything Duty Free.

The good thing here is that shipping for small amounts is fairly priced.
It's also good to notice that if we talk about, say, value of $100 packets, the actual change will be one dollar. It is just the lower limit from where people need to begin to pay from.
