Americans blindly tip.
Other Western Countries actually pay waiters and waitresses the same minimum wage that everyone else gets, they don't get $4.00 less per hour like they do in about 40 States, they make a true minimum wage.
Some countries still do not feel comfortable when you tip, it's best to find out who those are when you visit. In the 80's I had gratuities returned to me when I was in New Zealand.
The other thing is that Canadians are notorious cheapskates compared to Americans. There is an old saying amongst Travellers ......

My question is why they hell would you eat in a restaurant where it is standard practice to tip your watiress if you did not want to. This preacher should have stopped for fast food instead. Not very giving/loving behavior on her part.
