NPN was established by the card companies to give collectors a chance to obtain the inserts (any insert, game used, autograph,etc) by following a set of rules. It was done to avoid gambling laws or something like that. Ten years ago you would get amazing stuff from these but now with the economy downturn and company monopolies the NPN have been lackluster if anybody receives any.
