Viva Las vegas !!
it looks as though Vegas is going to be the expansion choice.
Have to pass the board for confirmation , two-thirds needed.
Also a $500,000,000 entrance fee.
Anyone want to get in with me?
Feel bad for Quebec, my first choice

I'm sorry, this is not really smart in my opinion. Adding only 1 team to make it a 31 team league??
I'm not against Vegas getting a franchise, I actually this is the right spot for a team; but it should have been 2 (Quebec should also get a team) or if the financial issues of the Hurricanes are true, relocate that franchise to Vegas.

This should be interesting! And I think a 32-team league would be more equal IMO.

Wonder how quickly the other leagues follow and add or move a team to Las Vegas. Maybe they will see how it pans out first to do so though?

They're going to go to 31 teams (now) because they can. They've got an arena ready, I'm assuming buyers ready to plunk down the money the league is asking. Wanting a 32 team league doesn't mean you can't jump from 30 to 31 before you get to 32.
I'm assuming Quebec will be the location they allow to sit for a while, and be the "go to" place for relocation..... be that Carolina, or another team.
Expanding to both Quebec & Vegas doesn't resolve the league's East / West balance problem - and I'd guess that where ever that 32nd team ends up (Seattle? Kansas City?) will.

If they had an interested party that wanted to expand into a Western market with a building designed for Hockey they probably would of went to 32 now, just as easily as going to 31.
Las Vegas not only has a building but also 14,000 season tickets sold that are not primarily the Casinos or resellers. One of the parts of there package was to try and sell more to individuals. Whether or not those individuals bought seats so they could sell them to tourists will have to wait to be seen.
Quebec is the city the NHL loves to have on the hook waiting for a team so they can hold it over the heads of the markets that are borderline but don't want to lose there team for threats of relocation. Whether to get Government assistance on something to selling some tickets to fans who don't go enough but don't want to lose their team, like Hamilton used to be before Copps became outdated for the NHL.
Sean is right though eventually either Carolina, Florida or another team will move to Quebec or be sold and moved.PC Players: Hidden Content , Hidden Content , Hidden Content , Hidden Content & Hidden Content
