Custom fees getting cards back from PSA in Canada
Quick question for the Canadians who submitted cards to PSA in the past. Have you ever had to pay custom fees when getting your cards back.

Yes, most of the time. The larger the order or more expensive the claimed amount then the more likely. You just have to claim them back (contact Gov) and you can get your money back as they are being returned / authenticated and are not being sold.
Collect what you like. Simple.

First, there are no Customs duties on hockey cards.
What you could end up paying is a brokerage fee depending on the service you use, and possibly HST if Canada Customs believes the cards are being bought by you and not simply returned. Both Beckett and PSA are very familiar with sending cards back to Canada, so you just need to make sure that they include something on the export document explaining that the cards are simply being returned to their owner - that you have paid for a service, not for goods.
There's no way to really avoid the brokerage fees, unfortunately, unless they send via USPS since Canada Post cuts a much better deal than Fedex or (much worse) UPS. You may escape the brokerage fees depending on the value of your cards, but be prepared to pay that one.
