It seems like he vanishes for a long while, and then suddenly a couple of successes come back for him out of nowhere. You could always try sending a few bucks with your request and adding "DONATION ENCLOSED" to the envelope to try to get it noticed.

I second RockiesFan33's idea by marking your envelope with "Donation Enclosed." You probably won't get it back right away, but I'm sure you will eventually if you send money.
