    If you pay for something and don't get it, that warrants a negative in my opinion. You paid for insurance, and you didn't get it. It doesn't matter if the card got there safe etc.

    Thank you everyone for their thoughts. I'd like everyone to know that I have come to terms with the seller as he/she has claimed that it was a mistake. I have been refunded the excessive fee and have left a positive due to my request being granted. Thanks again everyone.
