Need help with these...I can't find them anywhere

This is a set of Toronto Maple Leafs safety set, put out by the York Regional Police, and Consumers Gas company.
I can't find a value, or any other information on these.
Any help would be appreciated.

I'm pretty sure I had this set at one point as well (grew up in Richmond Hill)... which leads me to believe that they were released as complete sets, probably for free (school giveaways after the "say no to drugs" presentation they gave?)... I can't imagine they're worth much. If I'm not mistaken, even the cardboard they were printed on wasn't normal card stock.

I just find it weird that I cannot find anything else about them. There are none even listed on ebay last time I checked.
The only thing close I can find is the Newmarket Saints set which is similar
