Standard procedure is always penny sleeve and top loader regardless if it's for shipping or storage. Some of us go a bit further and use a team bag to protect from dust and moisture.

Sleeve then top loader the sleeve will keep the card from sticking to the top loader ( do the new top loaders still do this ???) or use hard case i put a team bag over my hard cases it helps kep the case from being scratched up

Sleeves - just like top loaders - have different thickness levels. WalMart sells the regular 35pt. sleeves. If you want various sizes and thicknesses you have to go to your local card shop or ebay. If your card(s) are pretty high-end (ie. autos, RCs, GUs) I don't recommend a binder. You should only use a binder for low-end base set collecting. That's just my opinion though.

When you put your cards in toploaders, then you should always have them in penny sleeves first. Keeps the cards from sticking to the toploader.

Penny sleeve in toploader may also protect card corner if you drop it and card is not straight in the top loader. So much better protection if you already invested in a top loader for the cost of penny sleaves . Also a penny sleeve can help the card to not slip out of a top loader. Higher-end or tick card I always put a team bag to prevent dust to go in or even possible liquid spill over cards in a box. Some put tape to prevent card to fall out. I never do this as if you send a card for gradding then glue for the tape may downgrade your card and they look for this as this is a common mistake some collectors and most seller do.
I hate to receive a high end card with a tape on the top loader. Worse if the card is tick as it probably did stick to the tape during transport. This is the biggest mistake some make these day. Investing for card with value in team bag is the best way to protect the card from humidity, falling and dust.
