Seems that mail going from the U.S to Canada has been quite slow but from Canada to U.S hasn't been bad for me, haven't had any issues such as your's luckily.

I've been sending quite a bit from Oregon up to Canada and Canada down to Oregon recently and haven't had any problems.
My fiancee is Canadian and all her friends and family live there so we're always sending stuff to Canada and getting stuff sent to us.

I never had any delay problems until the last trade I made to the US before I took a break in November. Can't remember where in the US it was, but it took about 6 weeks.

We've been absolutely hammered on slow shipping - so many complaints that we've been suspended from eBay due to low DSR's. Total crap. I'm really annoyed. One entire shipment of over fifty packages took a MINIMUM of three weeks to get to the US and some have still not shown up after three weeks. One of those cards took nearly four weeks to go four hours up the highway, still within Ontario!! I HATE YOU, CANADA POST!!!

Your shipping DSR is 4.7. How are you suspended for that? Are you severely overcharging for shipping?
I've seen sellers with little feedback and shipping DSR at 4.3 and lower still selling like hotcakes.

Nope - it's not the average they're looking at. It's the number of 1's and 2's we received recently due to some very slow shipments that were not our fault. It's ridiculous. I had to file an appeal since we're effectively shut down.

That's absolutely brutal. It's too bad that some people that can't be bothered to read don't grasp the concept that it's not your fault Canada Post takes forever and a day to deliver. It clearly indicates that it's the time for the seller to ship, not the amount of time for the final delivery.

eBay hasn't a clue when it comes to International Shipping. They know nothing about In-Bond, security, and the time it takes to physically check packages for content based not on opening them, but on broad-range scanning.
Canada has a minuscule amount of goods coming into the country compared to the USA, and I find the USA Customs handling much more efficient than the Douane in Canada.
Iam currently experiencing my first 3 week ship time to Alberta. I'm so close to Alberta here in Oregon that I can almost throw the mail there and get to people faster.
My only suggestion to you, is e-mail every US customer on eBay and tell them about the delays. I sell a ton of Hockey cards to Canada. I have to painstakingly tell every buyer that their card/cards could take as much as 21-28 days.
I explain the Customs process to them and let them know that mail into Canada can sit for more than 10 days In-Bond in the Customs Warehouse until it is cleared so that Canada Post can pick it up.

I put a note in my ebay sales regarding this problem. I ask them to check the post mark on the package to get the date shipped. After that it is out of my hands on how long the package takes to arrive. I know I will ding a seller if they take 3 weeks to mail something regardless of how long it takes to get to me. If it takes 5 weeks to arrive and they shipped it right away I give them 5 stars. Need to educate the users, on a side note if you charge free shipping and add the cost to the item the buyer must leave you 5/5 shipping.

I can explain some of the Canada post issues.
They have been changing the way they do things over the last year. They have added more addresses to the letter carriers route and removed people from the stations. They are forcing people to work over time. They no longer use the part time help unless it is really needed. They have changed all the pick up times at the red boxes and RPO's and they have cut back on the amount of flights they are using to get the mail out of Canada.
I would suspect we are going to see Canada Post go on strike in the next month or so
