Looks to me like this comes down to vaguely worded guidelines. Perhaps the teacher feels that, even when supporting the troops, two interlocking guns "promotes violence". If it said anything else, or nothing at all, this wouldn't be a story.

Also, what's wrong with a shirt that supports troop without having an image of the method they are most likely to die by on it? Why do they need to put guns on these shirts in the first place.

Of course, this is America, so most likely it will turn into "anyone not wearing a picture of a gun wants our troops to die!"

If they enforce the dress code rule upon kids who wear other tshirts with guns on them I see no issue with enforcing it even if the guns are accompanied by the branch of the U.S. military. Sounds like they need to expand the wording of the dress code if they want to ban shirts with guns on them.

If it's an issue the kid could get a marine tshirt that doesn't have weapons on it. Although it sounds like guns is not a banned subject matter based off of their dress code.

I think guns are basically seen as violent imagery in this context. I truly believe if he was told to take off the exact same shirt with no mention of the military, people would be wondering why there's a complaint. Use of "promotes violence" instead of "depicts violent imagery" caused this issue.
