HOw does one even use a coupon? where is it good for? I've seen them around but I can't even find a plce to ener them?
hints? clues? redirect to a threat or webpage?

when you go to pay for it it gives you a thing where you can enter one. BTW how do you get these?

This only works for certain paypal accounts. If you recieve it as a message from ebay then it should work.

okay. I need more info. Tried to use it and got this:
"This Redemption Code cannot be used from your PayPal account."
Is this a USA resident only coupon?

I've checked around.
Turns out that if you are sent a code via e-mail, since paypal is also linked to the e-mail address, they allow that e-mail address to use the code.
However, there may exist some codes that do not have e-mail accounts linked to them. Its just that the "C-MARCH2006CAT" is not one of them.
For instance, using this code: "CPPEBAY03" I got a different message about it being expired, so, maybe I could have used it in the past?
