    Question on Ebay.

I'm looking at buying a rookie card that says 'chrome rookie refractor.' I'm not sure if it is a refractor though. If I buy something and it is not as advertised when I recieve it, what should I do? It's still a good card regardless of the 'refractor' but I probably would not spend as much as I did. $10-$20

See if they accept returns in that auction and tell them you thought it said refractor on it.Most people will work with you if you just be nice about it.Or contact that buyer and ask them.

I think it is difficult to tell from a scan that a card is a refractor. If there is still time, you can always "ask the seller a question."
