There has to be somebody that just decides to leak these things into market every year or two because I've seen stuff from 1998 Pinnacle's Bankruptcy leak into the market basically ever year since 1998. Magically it just appears but I think it is a guy or people leaking them into the market to make some coin without bringing too much attention to themselves. If they did it all at once it would raise too many eyebrows. But spread it out over 20 years and you can basically use it as an ATM machine whenever you need some extra cash.
