These two questions are very confusing. The link you included doesn't rank the players by overall draft rating, it simply ranks the top North Americans and Europeans. So, if the 5th highest North American is drafted at #10 because 5 Europeans were drafted ahead of him does that mean he dropped 5 spots? If that's the case North Americans drafted after Europeans will always drop. How can a North American rise? Did you intend to provide a link that includes overall player rankings that combines players from both continents?

@jsokol1626 the idea is where they get drafted vs all other north Americans, so in your example that player would have been the 5th north American even though he got picked 10th
