There is no specific time. Different teams have different reporting dates. The Yankees, for example, report on Valentine's Day (insert Derek Jeter/ Alex Rodriguez joke here) so it would be wise to send before then but you can send at any point in ST. It is just like the regular season. Just remember that there is a World Baseball Classic this year and certain players could be gone for most of March. Do some research and you will find out when to send. Asking questions continuously is not going to help. You are just going to annoy people who see the same thread again and again. Find out when the team you want to send to is reporting and then send before that date. Simple.
