no...you don't pay final value fees on shipping...so he is basically assuring himself of a lower fee when it sells

Exactly. I don't know what that set should be worth, but say it "sells" for $50.... he gets $150 for it, and doesn't pay fees on the $100. eBay should probably cancel the listing.

they did.
I understand fees are brutal, but thats just wrong. $100??? I emailed him and his response was "it is to cover the auction ending with a low price." well, since it was a rediculously absurd shippign price, of course it will end with a low auction price.

Haha he got shut down. I sent something through to ebay saying hes basically avoiding fees and nows its cancelled :P Here is the message he sent me though before it was ended.
"the cost of shipping reflects that the final sales bid being low. Take the last set that I sold 05-06 fleer with all the subsets, final price $21.00. Take your bid consideration into account with the cost of shipping worked in. The parcel alone will be about $30-$40 to send anyway, so look at it that way"
