National Hockey League Commissioner Gary Bettman says the league has been in charge of the Phoenix Coyotes since November 2008, countering claims Monday by owner Jerry Moyes

Bettman said in a filing with U.S. Bankruptcy Court that he assumed ownership and chief executive duties of the team after the NHL loaned money to the team and Moyes signed proxy documents.

That includes day-to-day operational decisions, including any financial or sale decisions. The NHLs court filings also say it kept the change in control low profile so as not to embarrass Moyes.
