Instead of actual food stamps to pay for food, the government gives you a debit card and loads money onto it each month.

That's madness. Not the handout if you are starving, but the fact that it's technology driven. Tech always has a chance of this happening as is obviously the case here.
Finite amount cheques takes care of that handily. Tech can be burdensome at times, at least when not properly managed.

Food stamps used to be actual paper currency until they changed to the debit style card. They did it for a couple of reasons, but the main reason is that there are so many people on welfare that it was becoming difficult to track fraud. The idea was to centralize everything electronically to cut down on people getting benefits by applying for them at multiple locations. I think they also reasoned that not having to print actual food stamps would save money too.

I saw that a few weeks ago. A teenager came into a circle k and bought 20.00 worth of candy and pop on someone elses card (which in itself would be fraud I'd like to think).

I saw a mom sitting a new 300 screaming at her kids the pin number because she was on her phone. Kids got chips and candy. When the pin number didn't work she cursed out her kids and made them get in the car.
True story.
