    In this case, since we are both established dealers...he was required to send same time, which he didn't. I confirmed this with an Admin...

    Well, that's not what the rules state. Perhaps that admin should clarify the rules to us all in this thread.

    The rules are generally meant to those who either aren't established or those who don't or can't pay through paypal...in this case, the buyer doesn't accept paypal and states everywhere in his signature..but no where does he state that..in addition, according to the stated policies, I will not send until at most 3 days after I receive payment.

    The rules (TOS) apply to EVERYONE, not just those that aren't established. For newer members there are additional rules. Since both of you are established, the rules that apply to both of you CLEARLY STATE that the seller MUST send within 3 days of RECEIVING payment. He is not obligated to "add" the "three day shipping" policy. It is already in the rules as such.

    By definition he is complying with the rules, but there is no way it took nearly 2 weeks for him to get the money order (unless he is in Canada). Since I know who you are talking about and I know he is in the US, I don't see how it took 13 days. You can check with the post office to see if/when the money order was cashed.
