Not sure about any regulations. I will say that I've gotten college basketball players by writing a letter to them. Some bigger schools won't forward all fan mail to their players but I've found a lot do. However, I haven't ever requested autos from them. I'll always just write a letter and I've gotten a few guys that write back and include their signature as well.
