Ohhhhhh The joys of selling. I was the seller and did send all the cards plus some extras. I never put the right stuff on the customs forms mainly because I was told that you have to pay fees for some items if they over a certain amount of money. But there's not much I can do on my end this time, a refund will be given.

Thank for the response and a lot of member seemed fast on the trigger.
Normally of a package that arrive with the envelope open and missing cards, It's a bit obvious the issue has arrive during the transportation. So I think some are really fast using the word scammer. We can all be a victim when mailing cards. But we are also responsible of what we mailed.
In this case if the seller make a offer to repair, the other member can accept it or put the trade in dispute. The goal is to always listen first to what a seller respond and then if it's not to your satisfaction the dispute team should step in to help find a solution.
I receive today a damage card and the seller was contacted in a friendly manner and will get a full refund. So always contact first and try to work things.
