Considering how fast the game is, and how hard the equipment is I'm surprised there aren't more.
Getting hit by a piece of hard plastic is the cause for most of the injuries.
Getting hit with the 80 style padding would be safer, plus you would have more scoring as there would be less blocked shots.

take out more players off the list if they re-instate the red line. No players focusing on looking behind looking for the long breakout pass. Just too much generated speed when they don't have to worry about two line passes bring out huge collisions

I'd rather make the playing surface larger and keep those breakouts in the game. If we return to the days of the red line it might reduce some injuries, but it's also going to be a return to slow, plodding hockey.
The game is supposed to be about speed, skill and toughness. I don't think any of them should be sacrificed for the sake of the others. Just my opinion.
