His feed back is 100 % at 192 . what would you do tell him to bad payup or give to other guy /girl who bid on it. what if other person now doesn't want it. Any help is great.

Unfortunately with eBay you can't do much. I had someone best offer me $950 for a card once, I let it sit there for a day (as I thought it to be an error / severe overpay), then accepted. Two minutes later they messaged me asking me to cancel the transaction as it was an error on their part. Sad thing is, the person is a member of SCF and also an eBay seller. Probably trying to set a 'high sale' to increase trade value of a similar card in their possession.
In your case, if the second chance offer isn't too much of a reasonable drop off in price, and you're willing to accept that amount I'd do it. If not throw it back up there.
Remember it could be two people working together as well.

As hard as it is to believe in today's scammer world these things do genuinely happen. I'd cancel the transaction and give it the second bidder.

You cant do much about it, they arent going to pay, so if you want to sell it offer a second chance, then when or if that person doesn't want it, re-list it. Kessel is selling fairly well, you may even get more for it the second time.

Thanks guys. That is what I have done. It is very sad that these people can do this and not get a tarnished feedback score. I am also going to block this person so hopefully this is the first & last time of this

Report them as a non paying bidder, that way if it was a simple mistake, no big deal. But if they non pay repeatedly EBAY will flag them.

Speak with somebody at eBay on the 1-800 Number.
Explain the entire situation to them.
Furthermore, have the Buyer who says he already has one (Have HIM call eBay) and explain the situation as well. Insist that he does this in-fact.
If eBay will not allow you to re-list the card without FVF penalty, then go ahead and re-list. If eBay wants to ding you twice with a FVF or an additional Listing Fee and an FVF, then File an Unpaid Item Claim after 4 days.
The potential buyer should be willing to help you out by calling eBay, after all, it's his mistake, not yours.
Don't be afraid to go "Whole Hog" and file a claim if he is not willing to work with you.
