USPS has no consistency
Absolutely ridiculous with how they are.
I get a trade in today. It was a PWE, had a couple of cards in sleeves and toploaders in it. Guy got away putting a single Forever stamp. And it was thick.
If I had sent that, I bet i would have been told it needed the extra 20 cents or whatever they charge for a non machinable items. What gives here.
I also got scammed out of $3 shipping a card to Canada in a PWE. Had to fill out a customs form as well. And all it was, was a single card in toploader and I reinforced the edges of the envelope with single strips of packing tape, so no blowouts in the sides.
Then I hear another user sent the same thing for just over $1.
They wonder why the USPS is in the crapper, inconsistent service might be the reason.

You can send basically anything in a pwe in your mailbox as long as it isnt super heavy for 65 cent regardless of thickness. The post office will charge 65 cent- $1.05 for a lot of heavier/thicker pwe.

Well a single stamp isn't .65 cents. So they let that one slip by or it was enough postage. But it had actually 3 toploaders in it.
I know I usually will ask so I don't have stuff come back or the other guy have postage due. Not a good reflection on me.

Rule of thumb when shipping to Canada: if it's rigid (ie: top loader) or the contents of the package or dutiable then it MUST have a customs form.
Prior it used to be anything under 1lb didn't need a customs form even if it was in a box.
If you want to let a PWE slide through the system with a top loader, then don't take it to the post office. Drop it off in a mailbox and take the chance that your card doesn't turn back or the recipient isn't charged for not enough postage.
And if you think USPS is bad, I would ask you to try Canada Post for a month and then come back and tell me USPS is still garbage

I work for the P.O. dogg,and I agree things aren't run smoothly all the time.Many letters make it through the system that need the extra 20 cents on them.why???....no clue.It shouldn't happen but it does.I had a postal problem the other day.Sent out a trade that cost me 3.16 and yet,I picked up a parcel from the collection box and it was 5 times as heavier than mine was with only 4 stamps on it.I brought it to my supervisors attention.Still waiting on if it got sent back for postage.BTW..what is a PWE?

PWE-Plain white envelope.
I use it if it's a card or 2. I'm not wasting a bubble mailer on 2 cards ya know.

I just got off a USPS customer guide page.....letter envelopes have to be 1/4 inch or less to go through and lg envelopes have to be 3/4 of an inch or less.Now.....that doesn't mean 1 stamp will be good on the letter.They use a slide where they slide an envelope through it.If it fits,they let it go.2 to 3 stamps should be good,dependign on the weight.I get asked numerous times by customers..Is this ok???.I have no clue ..being I'm a carrier and not a clerk.If they are a known customer on my route,I will bring it in to see if the postage is correct.If not...my customers are great and repay me once I give them a receipt.

I always go to the window and just have them weigh it and check it. I even mention about it being rigid so they know to throw the extra .20 cents on that I think is the charge for that.

The question about whether a bubble mailer is an envelope or package is about 50/50 with my experience. If you go to the APC with a bubble mailer and post it as a large envelope it will usually go through fine.
