yes there is. DO NOT FILL OUT A CUSTOMS FORM. Ask for first class Large Envelope. It costs $2-3. Make sure you use a small envelope and keep it as light as possible

True. If you fill out the customs form you're basically tripping yourself by paying extra for shipping. Not only that, but there's a higher risk of theft when someone can see that a letter is declared as containing "Hockey cards, value $60".
In Europe we don't use customs forms for small letters and packages, and it's so much easier (and cheaper) over here. A letter up to 50 grams of weight costs only $2.25 to ship from Denmark to North America.

This is what I was wondering. So I tell the people at the post office to send the package as first class large envelope although it is just a normal size bubble mailer?

See one of the sticky treads above for a pretty good back-and-forth about all this. Some P.O. clerks will insist on sending a bubble mailer as a package only and you will pay the $6+. Others will let it through as a large envelope.
I got around the problem by finding cardboard DVD sleeves at Wal-Mart ($5 for 25). I do the card/sleeve/toploader/team bag thing and put a thick decoy on each side for rigidity. The DVD pouch fits this nicely (up to a very thick toploader) and I seal it and tape around with packaging tape. My particular P.O. will kick it back if it doesn't have a customs form attached, so I just fill out the back sticky piece and attach it ("photos" with value $1). I custom print the stamp using the Automated Postal Center, select "large envelope" and "CANADA" and then add 20 cents to the amount indicated to cover the non-machinable fee. If you don't have an APC, you should be fine with either $2.12 (under 3 oz) or $2.52 (3-4 oz). Above all, try to avoid the counter clerks if they indicated they won't send as a large envelope (which, technically, it isn't).
I've sent over 50 mailers this way with no issues or returns since February.

if they have the automative kiosk in your post office you can use that to send large envelopes to Canada for I think its between 2 and 3 bucks. The only thing is it has to be less than 3/4 inch thick. I have never had a problem doing this.
