Exactly the only people who would have firearms would be the gov't. It sure worked out pretty good in Germany in the 1930s and 40s.

For a few moments. However, there's also, "they've got the guns but we've got the numbers," which holds truth. An unarmed mass will eventually take down an armed individual if they want.

So a group of klansmmen showing up wouldn't be stopped by a gun. You will take a few down with you, but that's all.
