First Class International Not Available Thru PayPal?

How do you fellas usually ship?

For some reason, I cannot send a bubble mailer international without being offered crazy expensive Priority rates through PayPal.

eBay has it and offers the savings but I haven't sold on there in a while so I can't "reprint labels".

Am I missing something? What is the cheapest way to go about it (besides Stamps.com which I am starting to seriously consider).

Yes, when I choose Canada under First Class it only offers "Letter" and "Large Envelope", I tried the "Large Enveope" and I needed to add more postage at my USPs. There's no "Package" option?

It does but in the drop-down underneath it it only offers me the "Letter" and "Large Envelope" options, no "Package"
