You are more than welcome to use this template that I sent to eBay a few years back from my issue. Substitute any appropriate item #'s in place of the ones here to bolster your argument. You'll likely get the same run-around that I did, but at least you can speak forcefully on the matter.
This buyer is scamming eBay sellers. I have already lost a claim to this person claiming that they have not received an item. Look at their feedback profile - it is readily evident that this person is abusing their privileges as a buyer to extort money from cards that they have purchased through eBay, claiming non-receipt on high-end hockey cards shipped by honest sellers. Look at my case as well as the following feedback comments left by the sellers in these cases: #300841674209 #181055003466 Look at the feedback this buyer has left in the following cases: #110997203758 #130824887487 #221173199776 That is five cases of supposed non-delivery in under a month's time. As I have said in my previous statements to eBay, this person has either terrible luck, a dishonest postal worker, or is cheating the eBay system and its highly reputable sellers. Using the blanket comment "The sellers should have provided tracking information" is not good enough, especially when the buyer insists on getting free shipping for their item. In all my years of buying, selling, and trading online, I have never had a single package get lost. This person somehow has FIVE in under a month? Highly dubious. I request that eBay contact me... to discuss this matter. I am outraged that this buyer is abusing the Buyer Protection Program to expropriate hundreds of dollars from good and honest people such as myself, and I demand that you investigate this person's behaviour. eBay sellers shouldn't have to pore through a person's feedback history to know that they are able to sell using their normal practices without fear of losing their items, their money, and their hard-earned reputation. Myself and my fellow sellers that have dealt with this individual, and those yet to deal with this individual, deserve better. Thank you for your time, and I honestly hope that this matter gets brought to the attention of a supervisor or manager in the sports card area. Regards, Richard

That sucks. I've been scammed a couple times now and its frustrating. Surprised this is your first time with the amount that you sell compared to me! I've had it three times where the cards weren't received for a purchase as well. Twice were full on sellers scamming me and others... the 3rd time the cards must have been lost in the mail because I purchased from the seller before.
I currently have a trade that the cards were marked as sent to me at the end of December and I still haven't received them yet... coming from Quebec so I've seen them take 4-6 weeks a couple times, but not common.
If I don't feel 100% certain about a buyer I will typically spend the extra couple bucks and send the card, for higher value cards, as registered mail now (cheaper than regular tracking). I'd rather spend the $10 and know the card arrived rather than losing the card and money.
Oh and thanks for the heads up as I have blocked the buyer.

Can we set shipping rates by province on eBay? I'd love for all Quebec shipments to be set at whatever the cost of tracking is (usually about $10 for me from Ontario)...

Update on the situation with manchesterunited01_1, as expected even with the mountain of evidence, the hour talk with eBay's trust and safety department was of no help.
I sent this tweet out with all of the snippets of those that were involved.If you've ever sold on eBay and hate the fact that they only care about the bottom line, comment on this tweet or give a favourite.
Also if you ever write "fb" in an ebay message your account will be suspended for a week (lol)
