That might be his 'True' Rookie Card, while the rest of just rookie-year cards.

I just took a look for Alex Broadhurst in the inventory manager here.....
First up, ignoring any of the 17-18 AHL stuff. Not rookie cards, I think you follow that okay?
So his Rookie Card is in 18-19. Here's a total checklist for him:
2018-19 SP Authentic Spectrum FX #S52
2018-19 SP Authentic Spectrum FX Gold #S52 /50
2018-19 SP Game Used #142 /25
2018-19 SP Game Used Authentic Rookies Printing Plates (Black, Cyan, Magenta, Yellow). 4x 1/1
2018-19 SP Game Used Green Storm #142 1/1
2018-19 SP Game Used Orange Rainbow #142 /111
2018-19 SP Game Used Rainbow #142 /293
2018-19 SP Game Used Black #142 /5
^^^ Maybe there's another parallel I'm missing?
So, he didn't get a lot of cards last year.
With the two SP Authentic Cards: The Spectrum FX is NOT the base set, it's an insert set, so it's not considered a RC (nor is the Gold version /50).
That leaves SP Game Used. The actual "base" card, the regular version, is #ed /25. That's his Rookie Card. Everything else - Those are parallels of his rookie card, and don't get the 'RC' tag.

It's funny that you bring up that point about "not being under a print run of 99" - because anytime I see a debate about what is or isn't (more accurately: What should or should not be) a "true Rookie card", someone will inevitably say something to the effect of "who cares what beckett's rules are. They don't matter." - and my opinion on those "rules" has always been that Beckett does a great job of reporting on what "the hobby" says is a rookie card, and beckett WILL change their definition, if collectors force them too.
Back in the early 00s, Pacific did Titanium, and the Rookie Cards were numbered to a player's jersey #. These were the base cards. I don't recall if the entire set was like this, or just the rookies, but I think JUST the rookies. Beckett would not list these as RCs, "the print run must be at least 99" - and, of course, in the case of a player like Ty Conklin, it lead to a rookie card having only 1 copy.
I have no idea where they would simply get a rule like that, so I'll make an educated guess, and suggest that there were collectors - not juts Beckett people - who felt that way... and they were louder than the ones who thought "nope, these should be RCs". This only ever applied to one or two sets, so it wasn't like it was a massive debate. My impression is that the people that really enjoyed these cards, didn't really care for the lack of RC tag anyway.
I'll admit, I didn't collect much in the early 00s, so I'm going on some vague memories, and things I've read over the years....
Fast forward a bunch of years, and Panini was making hockey cards. They bought a lot (all?) of the old Pacific names & brands. They bring back Titanium, and serial #ed the RCs to a player's jersey number. I'm pretty sure Beckett did NOT give these cards the 'RC' tag, and if my memory serves me correctly.... most people thought the lack of tags was stupid, and the 99+ requirement meaningless.
The next season, Upper Deck started doing the same thing, with SP Game Used (they've been doing it ever since, and now do the entire base set like that - not just the RCs). I believe that season, Beckett started added the RCs tags on all the SPGU, Panini Titanium, and Pacific Titanium jersey #ed Rookie Cards.
That's got to be getting on 10 years ago.... but I don't remember the exact season.
Anyway, Beckett adapted its definition, because enough people said that the definition was wrong. The Jersey #ed cards are the base set, therefore they are the Rookie Cards.
I don't know what you consider "cheap" to be. I see there's one on eBay for $30 right now. That's not cheap, IMO, but it's not terribly expensive either - since the card is reasonably rare, and already a year old (making it tougher to find). I'd pay that for a Josh Archibald /45 from the same season... but I can't find one, lol.
If you're looking for something that will run you a couple of bucks: You'll have to settle for one of the parallels.
