Not sure where it's from but I got a 2006 Topps Oliver Wolcott Declaration of Independence card

Doesn't Donruss always use padded envelopes and toploads? I've got a few cards from them and they were all packaged like that.

Every thing I have received from DLP in the past has been in a brown non-padded envelope in a toploader. I'm not complaining, just noticed it was different.
