    Wondering if you can tell me bigga what the name of the filter that gives that effect please? I had a look for dragon effect on photoshop cs3 found nothing, would appreciate if you can specify the exact name etc of it, love to be able to give it a go, thanks

    Dragan effect effect its not a filter persay its a way to alter the photo.Im sure you can google a tutorial
