Gotta go with FDR. Despite the borderline-socialist New Deal, his decisive foreign policy tactics make him an easy choice for me.

Teddy for sure... any guy who gets shot just minutes before he is about to deliver a speech and still gives the speech is alright in my book!

Well I think you answered your own question: America was utopia during his presidency. How much was due to him, we don't know, but the history books will write that under him we experienced growth and prosperity.
To those who don't think Clinton belongs on the list, recruit people to vote for someone else because Clinton is currently winning. He has more than 4x times as many votes as Washington...weird...

1990s nostalgia. I must admit, it was a fairly prosperous time, the national debt went down, etc. I think Clinton was a good president in all but foreign policy (both he and our current Bush should have gone after Osama more vigilantly) and his ties to Fannie Mae. Of course, there was the Monica mess with the lie-under-oath - but those things don't have lasting effects on nations, as policies do.

But when historians, economists, and foreign policy "experts" confer, Bill Clinton is always a top 10 president.
