Your guess would be as good as mine????...I think it may have something to do with having the nessacery technology to get at it.? Maybe the gov't sees it as a reserve?...don't know. I need to find out more on this.

It's actually a loan so at least it's not a gift. I wonder what the details are of repayment.
It is curious as to why an investment in Brazil and not right here in our own country especially since they are spending money to try to create jobs. Why not loan the money to US companies? I guess there could be underlying reasons, but who knows.

This has to be from The Onion or something right? We're LENDING people money? What money do we have to lend? We have a $1.2 trillion deficit this year.
I do love the hypocricy...apparently the White House doesn't understand the "global" part of "global warming."
I'd like to hear what some of the "global warming" proponents here think about Obama enacting legislation to "save the environment," yet has no problem lending money we don't have to other countries to help them do what we can't do here.

Ok, here is your answer. The oil in the Bakken field is in small pockets and in shell, which requires numerous wells in small areas for what is relatively small amounts of oil per pocket. The cost of setting up numerous wells and the technology to extract this oil is roughly $80 bbl. When oil prices are upward of $127 bbl as they were at one point last year, it is feasible to go after this oil, but when oil prices are "normal" or low, the cost to gain, is not worth it...They have come up with some new technologies and methods of getting this oil to pool in bigger areas, one of which requires massive amounts of explosives and some new horizontal, spider drilling techniques. This shell formation that holds this oil is approx. 1 1/2 miles deep, but recently it was discovered there is another reserve directly underneath this one called The 3 Forks..There are some private companies and investors drilling out there now!..It was also brought to my attention that there are no pipelines out there in the area to transport the oil to refineries or storage facilities. The State of North Dakota had approved the building of a refinery close to the main drilling facilities, but the County would not issue the permits needed and the citizens of the area were dead set against it. So, you add the extra cost of trucking everything out. One of the main gripes was that the carbon footprint for extracting this oil, with the technology that is currently available, is significantly higher than a standard large-pooled well.
