    I couldn't say for sure.... but I'm guessing it's because he's got an exculisve deal with Upper Deck, so ITG can't make cards of him.

    He doesn't have an agreement with ITG for the use of his image, but it seems they can still make memorabilia cards of him because he's featured in a bunch of 1972 memorabilia insert sets (without photos).
