Actually Chicago paid a hefty price but I don't think there was a penalty per say. Since the RFA contracts were submitted past the RFA contract deadline, the players instantly became UFAs. Since the players wanted to stay in Chicago and Chicago wan't them, they received contracts from the team for UFA amounts which is why Chicago fired their GM afterwards. Had the contracts been submitted on time, Chicago wouldn't be having the cap troubles and they wouldn't be pressured to make some trades.
In my opinion, it's amazing to think how good they could have been in a year or two since they had room for the re-signings of Kane & Toews. But now they really only have this year to go all out before they start losing good players because of the mix RFA screw up.

toronto did not loose a draft pick for the sedin tampering because im sure us in Vancouver would remember that kinda thing and would gladly take a draft pick from a team like the leafs....the league must have felt bad since toronto had recently traded all their good draft picks away for some player named kessell

Leafs can tamper with the Sedin brothers, here's a slap on the wrist. The Blackhawks screw up "paperwork" with tendering RFA contracts, they get nothing. The Habs use an ineligible player for 3 minutes after a measly "paperwork" error, and they are most likely going to receive a 6 digits fine. A little of a double edged sword in this bush league.

once kessell goes down with an injury or something the pain of giving up all those draft picks will set in...have fun riding the wave of recent wins they are playing better. still a horrible trade in most hockey circles. gambo gambo!!!

Some 1st and 2nd round pick are not even playing in the league at Kessel's age and he's already a 1st line player !
