Yes, Fresher is a great place. I try to get there when I'm in the area. Agreed, good prices on their singles, and a very friendly atmosphere.
I thought there a couple of places downtown. It's been about a year since I've walked downtown and I'm not from London. These places also sold collectibles or comics - they were not exclusively into sportscards.

Heroes Cards & Comics has a selection of boxes, packs and singles. Their pricing is very good, generally, and you really never know what you're going to find. Most of the new stuff passes through there, but often isn't stocked to last for long. Occasionally you can grab an older obscure box for cheap also. Tell Brahm (the owner) I said hi!

The guys outback in Elmira would be close.
He puts on the Cambridge's Hespeler arena card show and has singles and some wax. At the show cash no tax. Can negotiate with him on prices.
Do not go to Looking for Heros in Waterloo which always gives me bad vibes everytime I am in there. Singles are all priced at high book. Never tried to deal with them
