Or, as suggested in the Dallas Morning News, Turco could just be waiting to see what happens with Chicago and Niemi:
Mike Heika reports Marty Turco's agent Kurt Overhardt said the reason his client is still unsigned isn't the money but rather finding the right fit with a winning team. Apparently it's down to three teams although Overhardt wouldn't say which three. Heika noted the Philadelphia Flyers reportedly had talks with Turco late last month and the Chicago Blackhawks might be in the market if they walk away from Antti Niemi's arbitration award.

I think the difference with Nabby and Turco signing is that Nabby could have waited for more bites in the NHL, but signing with the KHL means that he gets to play closer to home. Also did he not get something like a 5 year deal? I could be way off. But anyway, Turco doesn't have much of an incentive to go to the KHL, so he will ride the UFA waves in the NHL be patient until something is worked out or he decides to go elsewhere (like Belfour after Florida).

Nabokov got 4 years @ $6M per. No way was he going to get that kind of money in the NHL. Worked out pretty well for him, eh?

There is a rumour floating around that the Hawks have an agreement in place with Turco for a 1 year deal @ 1.5 million if the award for Niemi is too high.

No, no it's not. The cap hit would be yes but Lou makes 10 mil next year then 6.715 the next 5. His cap hit is low because the last few years of his deal, lou makes very little. Cap circumvention.

Sounds like Niemi was awarded $2.75m . Should be interesting, but if the BHawks can swing it, I would stick with Niemi and try to dump some salary rather than take Turco.
