It's weird here, sometimes I've been able to get away with slapping stamps on the bubble mailer and it goes through, other times, even when I've put excess postage on, I find the bubble mailer in my PO Box because I didn't fill out a customs form which is always lame.

I make a point to use a customs form every time. Ultimately, it is not the person at the post office whose opinion counts. That distinction belongs to the customs officials. So, to play it safe I use the form.

Being in England I am always shipping internationally and most of the time, I have to fill in a customs form. Although it does happen that they ask what's in it and when i say sports cards they reply oh just pictures then? And they write Printed Paper on the mailer and no form is necessary...not much consistency in the mailing practices over here lol

It is REQUIRED in the States on mail going out of the US. Maybe a little softer in Canada as I receive the majority of shipments from there with just stamps.

Like what was said above, it is not the clerks opinion, rather the official rules of that country's postal/customs laws.

I've sent multiple packages to Canada and have never filled out a customs form.
