I've never had to deal with the customer service departments of the companies like you have, but I think there's a solution that no one here appears to have considered.
Assuming you send your cards to Fleer or any other company in a bubble envelope, it wouldn't hurt to send it via certified mail. It'll cost a little more to send it, true, but by sending it via certified (or even priority or express) mail, it tells the company reps you're serious about getting your card(s). Fleer-Skybox's lax approach to redemptions sounds like they don't take their program too seriously. If mailing it via certified/priority/express doesn't get it done, contact the Better Business Bureau.
