Question Handwritten RTS vs Yellow Sticker RTS

What does it mean when you get back your TTM request with a handwritten "RTS", as opposed to a yellow sticker that says "Moved / Unable To Forward"?

Does the handwritten "RTS" mean the person refused your mail? I would think if it were a "real" RTS, the post office would put a yellow sticker on it.

I don't know 100% but I believe you are correct.

Thanks for the input. Needed some other people's opinions.

I've heard of other people re-sending "refused" mail, but I'm not sure I'm gonna do it just yet.
