Here is my idea that I will throw out there.

32 teams Fantasy draft. Each team keeps one player that is already on the team (for example, if someone chooses LA, they can keep one LA player). After the 30 teams choose, than the expansion teams have the first two picks, than a random order for the 1st round. Do a snake draft from that.

We have the option to trade draft picks as well. And you have to be under the salary cap. Maybe 16 forwards, 9 defenseman, and 3 goalies may be drafted. The rest go into FA. To sign FA, all you need is the cap room. But if multiple people want a player, than a random draw needs to be made. In the regular season, the worse team gets first dibs on a player, and so on.

Scoring, well I am pondering that.

Salary Cap is an absolute must. Honestly, I have not given much thought to this since early in the week... been much to nice in Buffalo (and hot) to sit in front of a computer.
